The client then begins the lease process again, and is offered the next available address in the scope. Likely an overlapping scope on another DHCP server (maybe authorised or rogue) or a PC with static IP that conflicts. dhcp-helper is a DHCP Relay Agent. It forwards DHCP Discover/Request packets from one network to a DHCP server in another IP network. That DHCP server must have a DHCP scope for the IP network for which the Relay Agent is forwarding requests. It's highly unlikely that this is the case with your setup. From what I understand ( and I had to Google for it), "BAD_ADDRESS" is what is written in Windows 2008 DHCP Server logs when it goes to allocate an IP address, but finds that a host is already using it (the DHCP server does a ARP or ICMP test) and logs this event.
